Faire mourir et laisser vivre. Grippe aviaire et rituels sanitaires à Hong Kong

Cet article prend pour point de départ la définition de la biopolitique par Michel Foucault comme pouvoir de « faire vivre et laisser mourir » par opposition au pouvoir souverain qui consiste à « faire mourir et laisser vivre ». Il propose d’analyser les réactions à la grippe aviaire à Hong Kong, en forgeant la notion de « rituels sanitaires ». Quatre réactions sont analysées : un « faire mourir extraordinaire » (l’abattage massif des volailles par les autorités sanitaires), un « faire mourir ordinaire » (l’abattage quotidien des volailles sur les marchés au détail), un « laisser vivre extraordinaire » (le festival taoïste jiao au cours duquel est partagé un repas végétarien) et un « laisser vivre ordinaire » (la pratique bouddhiste du fangsheng qui consiste à acheter des animaux au marché pour les relâcher). L’analyse déploie ainsi, à partir d’un petit nombre de termes, la pluralité des relations entre humains et animaux qui sont impliquées dans la transformation de Hong Kong en « sentinelle » de la grippe aviaire. This article starts from the definition of biopower by Michel Foucault as a power to « make live and let die », by contrast with the sovereign power whose function is to « make die and let live ». It analyse reactions to Avian Flu in Hong Kong by using the term « sanitary rituals ». Four reactions are analysed : « extraordinary make die » (massive culling of poultry by health authorities), « ordinary make die » (daily killing of poultry on retail markets), « extraordinary let live » (the jiao taoïst festival during which a vegetarian meal is shared) and « ordinary let live » (the buddhist practice called fangsheng, releasing animals bought to the market). The analysis engenders, with a limited set of terms, the plurality of relations between humans and animals that are implied in the transformation of Hong Kong into a « sentinel » for Avian Flu.
