Summary:The Tromsø declaration welcomed the increased cooperation with regional bodies such as the Nordic Council of Ministers (NCM), the Barents-Euro Arctic Council (BEAC), and the Council of the Baltic Sea States (CBSS) and acknowledge their contributions to circumpolar cooperation. The chairmanship countries of the 4 "councils of the North" were invited to a meeting in St. Petersburg 29-30 September 2009 at the deputy minister level. The objective was to discuss if the activities of the 4 councils offer scope for co-operation. Representing Denmark, as chair of the Arctic Council, was Undersecretary of State Kim Jørgensen. Attached is the SAO Chair's report, presented at the Arctic Council's Senior Arctic Officials meeting in Copenhagen, Denmark, November 12-13 2009.
