The EEA was created as a networking organisation, the European Information and Observation Network being established also through the EEA founding Regulation2. This network covers relevant national environmental bodies assigned to work with the EEA in gathering, analysing and assessing environmental information to support policy processes. Initially in 1994, Eionet consisted of the 15 EU Member States plus Norway, Iceland and Liechtenstein.
