In February 2004, BFR experts from Arctic countries held a meeting to develop a BFR project proposal and work plan for an ACAP BFR project. The resulting project proposal was endorsed at the November 2004 meeting of the Arctic Council Ministers. The ACAP BFR Project Steering Group was established in February 2005 and has held several meetings.
