The ACA will provide a foundation upon which the Arctic Council, the Member States and Permanent Participants, local and regional authorities can determine actions they wish to take in response to changing conditions in the Arctic. This initiative has been developed on the basis of in-depth discussions among 110 Arctic experts at an Arctic Change Scoping Workshop from all Arctic Council Working Groups (AC WGs) and representatives of a number of key Arctic stakeholders (see Annex 1 for the history of this initiative).
