[.] The Arctic States had been encouraged to participate at the meeting with appropriate experts and lawyers to discuss relevant issues such as; use and terms of definitions; description of the forms and scope of cooperation; description of geographic scope, whether to include a provision on intellectual property rights; provisions for review and meetings of parties; and provisions for cooperation with non‐parties, including Arctic Council Observers."
