How do we conceptualize models of co-management and participation in Arctic regions? Do the indigenous people participate in decision making and if they do, how is the influence distributed between occupational groups? Are there at the micro-level any motivational gains and economic gains related to these participatory structures when compared to traditional organizations. And at the macro level how do Arctic regions fare in terms of growth, development, and human development indices? Human security and human development can release an innovative spirit and a cultural identity that is of utmost importance to indigenous peoples' right to self-determination. Improving the quality of life and removing social apathy and alienated attitudes to development will be an important leverage to create both economic and human development.
