However, sustainability assessment requires dedicated tools and methods depending on the domain issue. Hence, this paper proposes a conceptual and structural framework for measuring the social sustainability of healthcare systems. The paper provides a new perspective on a complex assessment of the fundamental aspects of social sustainability with equity, quality, responsiveness, financial coverage, and adaptability in health systems. The approach that employs the multi-criteria PROMETHEE II method, based on the strong sustainability paradigm, assists health policy stakeholders in decision-making. The results demonstrate that healthcare systems in countries located in Northern and Western Europe, such as Norway, Germany, Netherlands, Belgium, Iceland, and Sweden, are the most socially sustainable. At the opposite end of the ranking are countries in Central and Eastern Europe: Poland, Latvia, Hungary, and Slovakia.
