Land policies and land use agreements from the perspective of tourist resorts in Lapland

The municipal is responsible for spatial planning and implementation of its own territory. Principles for these obligations are described in the municipal land policy. According to Land Use and Building Act the landowner is obliged to share the costs incurred by the local authority from community building. Land use agreements are one way to share these costs. This thesis deals with municipal land policy, land use agreements and the equality of landowners. Also other issues such as the economic impacts of the planning and land use agreements have to municipalities are described in this thesis. According to Land Use and Building Act the plans must be prepared in interaction with such persons and bodies on whose benefits the plan may have substantial impact. The participation and assessment scheme contains the principles of the planning and also the information about the land use agreements. The agreements often contain relevant information about the plan. Because the municipalities have different kinds of practices about land use agreements, it is essential that the landowners have the opportunity to get this information. The empirical part of the thesis examines the land policy of the three major tourist resorts in Lapland. These resorts are municipals Kittilä, Kolari and man. Ali these municipals have the same kind of principles about planning and the use of land. The most important land policy principles are equal treatment of landowners and creation of long term plans. Land use agreements are generally used in all of these municipalities. The terms of the agreements are quite similar and the costs incurred by the local authority from community building are reasonable. Land policies are very consistent and open in all of these municipalities. Planning and land use have significant economical impact to municipalities.
