The survey was given the code name “Operation Cabot” by the U. S. Navy Hydrogra hic Office which acted as headquarters the planning and operational phases of the survey. The civilian scientist in charge of the technical phases of the program was Dr RICHARD H. FLEMING, Director, Division of Oceanography, U. S. Navy Hydrographic Office.
