Under investigation was how reform leaders responded to the needs of the community after implementing an educational model developed in the United States by researchers at the Center for Research on Education, Diversity, and Excellence. Also investigated were the support structures used to accompany and sustain reform efforts. The results indicate reform leaders (1) ensured cultural congruity, (2) designed professional development to fit the needs of the local community, (3) broadly disseminated information, and (4) developed a database to track the imported model.
