Abstract The territorial scope of application is comprised of two dimensions. Formally speaking, it refers to the addressees of Regulation 2790/99 and the Guidelines; materially speaking it refers to the territorial application of the prohibition laid down in Article 81(1) EC and, correspondingly, the block exemption contained in Regulation 2790/99. From the formal point of view, the addressees of Regulation 2790/99 are the EC Member States. In addition, this Regulation also applies to the EFTA States which are the participating countries in the Agreement on the European Economic Area (‘the EEA Agreement’), ie Iceland, Liechtenstein, and Norway. This follows from the Decision of the EEA Joint Committee No 18/2000 of 28 January 2000 amending Annex XIV (Competition) to the EEA Agreement.
