The main of these problems is the retention and growth of human capital as a growth factor of the gross regional product, respectively, and the gross domestic product of the country. The problem of single-industry towns in the Russian North currently remains relevant for such cities, since it leaves the integrated potential vulnerable and risky. The role of the task, which is improving the quality of the population life of these territorial entities under the growing strategic need for the diversification of city economies, timely modernization of enterprises, and the growth of investment attractiveness is increasing, since it is closely related to the development of such an important production factor as human capital. That is why the planning and subsequent implementation of the development strategy of the North of Western Siberia, taking into account the provisions of the concept of a smart city, are becoming the main integral solution in modern conditions.
