A 60-year quasi-cyclicity of the temperature near the Earth’s surface has been discovered. The authors evaluate the rates of tropospheric warming and stratospheric cooling observed over the last decades. Much attention is given to the search for correlations between the atmospheric layers, thermal regime characteristics, and the Arctic Oscillation. A predictive valuation of temperature oscillations is obtained for Kazan until 2051, taking into account distant relationships revealed between the temperature status of the ocean surface and the region considered.
